it says i can't cannot connect to Mysql database

STEP 2
Check database connection
If you don't see any errors press link to STEP 3 - Add tables and columns to DB. If you see some errors it mean server has wrong configuration. Check FAQ or ask author of acc. maker.Can't connect to MySQL database.

in xampp it says apache and mysql are running and i followed that tutorial \/

http://localhost/xampp


When that's done, go to http://localhost/security/xamppsecurity.php

Set up a new password by filling out the two first boxes and then press "enter" or whatever the button is called. If you don't know german really, check this picture how it should look like:
