First, this belongs in the Request thread as it's a full script request and not support to fix a certain issue.

Second it's always important to include more information rather than less:
  • What TFS version is your server?
Also you can try to use the search function for something like: "mana rune", "mana by level" etc.
I'm sure you'll find lots of results as this is a pretty common request.

For example you can try this: HP/Mana rune (Level based)
