Yes he is the admin of server and otland...

Obviously it is a map bug + not released content yet, I myself haven't had my foot in tibia long time, but I think this mine is random creatures, day to day so it's possibly that feature isn't even scripted yet...

Not sure, because in tibiawikia, there were not many creatures who were listed
