You can do it by the XML file, as Hawar said, but there's a function, too

getCreatureNoMove(cid)
doCreatureSetNoMove(cid, cannotMove)

but i don't know how to use it(I never used it)

No, it's not true because this function work only on cid u cant use this function on target even when target is player.
