Not sure if this will work but try this

There are a few items which can have special usage.
For example, sand floor can be openable with a shovel if actionid 100 is set

Meaning put action id 100 on that tile

No. Put a 354 or a 355 tile in a cave, then make it have an unique id below or make it be 65535, or an actionid above 0.
