[Idea] Rune cooldown.

Rune cool down, is an idea I've taken from the MMORPG, World of warcraft.
You use a rune normally, but it has a cooldown of 30 minutes or whatever.
So you cannot use this rune until the set time is up, would be great if somone could use this, or even make it!

You can use the exhaustion code for that.
