So I just started the INQ quest, I talked to Hericus or whatever his name was. Now I'm stuck on Grof, The Guard not responding me when im saying Trouble or authorities which is what I tell him.

Anyone having this problem`?
 
Run around to the other guards saying the stuff to them. Eventually someone will respond and just keep doing it til' you spoken with em all.
