Why would reducing levels do Anything to help the Ot? The Ots dead and the only reason the Levels are so high is because of how dead it is. Everyone RPGs to a point where warring isn't even thought of. Merge the Ots because at this point you cant do anything to fix it. Reduce EXP and have a smaller base of players. Good idea. *Sarcasm*
 
Every OT dies sooner or later especially the ones which are made for war.. it always been like this.. but the people who wanna play now want to enjoy the ot.. right now its not enjoyable at all.
