To develop OTS, you should get right tools ex. IntelliJ IDEA Community Edition (it's free) with EmmyLua plugin.
It easily reads, parses and detects basic errors in Lua and XML.

Ex. I've opened your file, pressed CTRL+ALT+L to format it into valid XML (adds spaces/tabs/new lines):
