Windows Modern ACC Error

Hi i am changing my gesior wbsite to a modern acc but when i finished isntalling it i cant acces localhost or using my ip it says HTTP 500 internal server error on internet explorer and using google chrome it says database error.
im usign Uniform server and the latest modern acc

Check if u pass the requirements, and also if your database works correctly and u got right database info.

my otserver is on an it is working fine, my only problem is the website. coatzaot.no-ip.org
only one question, how does modern acc conects to the config.lua of my ot???

$config['database']['host'] = "localhost";--------> in here is correct localhost or do i have to put coatzaot.no-ip.org?
$config['database']['login'] = "";
$config['database']['password'] = "";
$config['database']['database'] = "otserver";

Localhost its ok.

i cant install modern since it was realesed, im using windows server 2008 and the last uni server version..........HTTP 500 i got this error. mxsoft.sytes.net look at the website i followed all turorials made by znote and i cant set it up, mysql is running, apache is running all is running! please i need help i dont want to be hacked!
