I have seen that some servers are using monster level system(s). But I do not understand why one would want normal monsters to gain levels? What is the point of this? How is this useful?
Should this be used in mid-level servers ? or just high-level servers?
 
You can use them for custom drop system, using levels to drop better items with higher chances etc.
They can inform players how close they are to being able to fight them.

This can be used in many ways which aren't even done yet by anyone.
 
Levels could be used for experience. Example is you can only gain experience from monsters like 5 lower or higher than your level. Making it more difficult to level up. If you Always have to push yourself harder in order to compete with monster levels the thrill of gameplay increase.(at least for me)
 
You're thinking of monster levels in a literal sense, they are not for gaining exp, but to create a small distribution of monster stats. It's a way to make hunting areas less boring. With monster levels you're able to pick a exp/damage/health distribution for your area/monster instead of the exact same copied monster with the same damage, exp, and health values. I know some servers decide to pair levels and skulls to customize monsters further by adding rare loot drops for rare high level + skulled monsters.
