The spawns of monsters of the mounts are bugeds unless monsters are normal as the panda, bear, Stampor that have a fixed site. The White Deer and the Draptor not respawn either, and the least the Wild Horse that took 3 days waiting for it to respawn.

They're not bugged. White Deer is some kind of "raid" which appears once per day and there are approx. 20+ White Deers on the map and Draptor is totally random and rarely raid so the raid might be not started when you was online and waiting for it.
I've checked Wild Horses, and they spawn exactly how it should be. Every 3 hours after the server save they spawn right here:
