How can we use exp 1.5?


I tried:
<stage minlevel="401" multiplier="1.5" />
and
<stage minlevel="401" multiplier="1,5" />

both do not work, the exp is 0.

Well you could do as Dalkon said and use the events, but AFAIK there should be no issues adding that to your server.
