Must i set up an mysql server?

i have one question this will be my first OTS.
if i have the package "TFS 0.2.13 modified by Gesior"
must i use this ****** xampp or can i only use the
in-game acc. maker ??
i dont understand this

You need xampp if you want the server to be MySQL, else, download just sqlite manager (https://addons.mozilla.org/pl/firefox/addon/5817) and use your *.s3db file.
