When the raids occur is random, it can happen both directly after server save, and just in before it. With how the raid system works, there is always a slightly higher chance that it will occur later during the day, but it can still happen at any time during the day.

Well on Shadowcores its the same, thats why all the br's can get all tr rares!! Never saw any boss spawns on a normal time for europian players.
