Windows No EXP From PVPE

when players kill each other in my server they dont get exp from them iv set everything in config and was woundering if there is something i was missing in another folder maybe thats keeping it from getting exp?

Change in config.lua

worldType = "open"

 

[Ninja]

Change 0 to 1 for example.

rateExperienceFromPlayers = 0

Iv Tried both of them and still dont get any exp from players could it be something else?
