NoobWar server..?

Hey, I was wondring of making a NoobWar server but a freind told me that it was hard as heel to make the level thing balanced. Like if you begin at lvl 13, its possible to take 40 and that sort of things.. Anyone got any ideas of how to fix it..?
And all other ideas is welcome to! Btw, witch noobwar server do you think is best..?

make the exp rate low, you can also only get exp off players higher than u or players 5, 4, 3, 2 and 1 lvls below u.
