npc's problem

Is it normal that in any tfs with rl map you get , youll get npc without scripts? i mean that they just say on hi -> Greetings , player name

example script of an npc

For some reason quests are sacred treasures, and nobody shares them willingly.
(Although I thought the newer TFS's (1.x+) had a bunch of pre-made npc's from Cipsoft's main lore.)
 
TFS doesn't come packaged with a real life map, the default map is forgotten.otbm and in the 1.x series there are only 7 npc's with 5 different scripts.

I wonder where I got my random tfs 1.x package from.
I'll see if I can upload it for you guys to download and strip from. (whenever I get home.)
I have no idea if the npc's contained within are fully functional or not, however most of the npc's in the datapack I downloaded were complete, or at the very least had some sort of script attached to them.
