Windows Opening Ports?

Hi I've opened 7171-7171 and 7272-7272 and I can't get server online. I'm using no-ip.org and the right global ip.

When checking ports I get:
Error: I could not see your service on 217.208.165.143 on port (7171)
Reason: Connection timed out

I have set right static IP and allowed OTServ in firewall.

2.Deaktive the Firewall from your Computer and Login

join on you config web from router/modem and open 80/7171/7172 ports and save
