Officially he can host some RL Maps or so.. Just try to start a project and find out team for your project.

Ideally you would want a HD with 7200rpm but you should be able to host rl maps.

The only way you'll know is if you try. If I had to guess, you can probably host about 100 players pretty well with that internet connection.

Want some real advice? Don't host using Windows unless you absolutely have to.
