PayPal Instant Payment Notification Disabled

This happened a while ago. At the time I was using Stian's PayPal donation system and I started to receive messages about IPN disabling, this was the final one:

Hello WONT TELL YA MY RL NAME ! :D,

Please check your server that handles PayPal Instant Payment Notification (IPN) messages. Messages sent to the following URL(s) are not being received:

http://tibera-online.servegame.com/paypal/ipn/ipn.php
http://tibera.org/paypal/ipn/ipn.php


If you do not recognize this URL, you may be using a service provider that is using IPN on your behalf. Please contact your service provider with the above information.

Once you or your service provider fix this problem, you or your service provider can resend the failed messages from the IPN History page. If this problem continues, PayPal may disable the IPN feature for your account.

Since this message the points are not being automaticly added to the account of donator. Ofc I do recignize these links:

they are mine(tibera-online.servegame.com is dead now, but it was ok back then).

So... Could anyone tell me what is really going on? Why messages sent to my URL could not been received? Does anyone had this problem before? I enabled IPN in my profile with the following settings:

Notification URL	http://88.198.57.197/paypal/ipn/ipn.php
Message delivery	Enabled

88.198.57.197 is the ip address of tibera.org, but that did not help. The donation system isn't working anyway. It would be nice if you someone could check what settings you got in your paypal profile, just click on - profile->Instant Payment Notification (IPN) and post here what you got there. I haven't really any understanding of how the donation system works, but this might get me closer to the solution.

Check your access.log and/or error log. See if the requests were allowed (return code 200) or forbidden (403).

The thing is paypal doesn't call ipn.php file, I had same problem but solved it after few hours of thinking xD.

Dont use paypal. Those fuckers will block your funds for 180 days without any logical reason.
Moneybookers and alertpay should work.
