people who use "report" function in the game get banned

I'm using tfs 0.4, 8.60
I have autoBanishUnknownBytes = true in my config.lua and when a player reports another (not rule violation, a report by right clicking onto the guy you want to report) they get automatically banned and they get the message that they were banned because they were sending unknown bytes to the server, any idea how to fix this?
