hello how can i make the pirate addon sabre if duncan does not respond you and there isnt any npc called morgan in peg leg

Ask to Raymond Striker on Sabrehaven for 'First addon' and 'Second Addon'.

How do I get to Sabrehaven?
South-east fom Liberty Bay depot there is Captain Waverider, you should ask him for 'Peg Leg' and he will take you there.
