Linux Port Problem

I have a huge problem! I installed ubuntu 9.10 yesterday and I have been trying to open my ports, ofc I have opened the ports in router.The same way I did when using Windows XP, so that should not be the problem right?
And I even tried commands like

sudo ufw allow 7171
sudo ufw allow 7172
sudo ufw allow 80
sudo ufw allow 3306

I have tried to disable the ufw firewall(?)

sudo ufw disable

It even said that it was dissabled but for some reason I can't find my ports open with Open Port Check Tool
And all I get for answear is.

[COLOR="Red"]Error: I could not see your service on 78.82.207.73 on port (80)
Reason: Connection refused
Error: I could not see your service on 78.82.207.73 on port (3306)
Reason: Connection refused
Error: I could not see your service on 78.82.207.73 on port (7171)
Reason: Connection refused
Error: I could not see your service on 78.82.207.73 on port (7172)
Reason: Connection refused[/COLOR]

Please help me with this^^
