Protecting MYSQL Account Manager 1/1

Using a war server. Everything works fine characters are being cloned from the starter chars using the 1/1... up to here all good right? Some people create their own accounts some ratter use the clones, so everything is fine up to here...But is there a way to protect this so that someone doesn't login in the webpage with the 1/1 and deletes the starter chars without afecting the way players enter the server... cause yes you could say lets change the password but anyway the same thing happens time after time anyone that knows the obvios public password to clone chars can be able to remove the starter clone chars...
