pvp-e with skulls?

i am curerntly trying to make it able for ppl to pk and gain exp but also has an skull and frags as well. my config says
experienceByKillingPlayers = "yes"
rateExperienceFromPlayers = 3

but noone gets any exp form killing each other. what am i missing?
