Pvp enfo exp?

I seem to have a problem with pvp-e on my server, i got exp enabled for pvp and the rate is 6.0 for pvp-enfo

now when a player 200 lvl kills same lvl 200 no exp

when 200 kills lower then him 150 no exp

when 200 kills lvl 250 no exp as well



whats wrong with that?
