In what O.S I can run tfs? can I run it in a 64bits O.S?

Yes, but you need first compile sources

A x64 OS will just emulate it and run it as a x86 program.

I using Linux, so g++ and librarys, but now I using I32.

As far as I understood there is no support to compile as 64bit in plain dev-cpp unless you use a third party compiler with it.
