Lua Regeneration is not changing TFS 0.4

Hello guys, Just a simple question how can I up the regeneration points per tic tfs 0.4 I have tried already editing vocations.xml but no results.

gainhpticks="6000" gainhpamount="5" gainmanaticks="3000" gainmanaamount="10"
