Yep, Windows Firewall isn't capable of this.
Not sure about 3rd-party applications.

huh... why PHP? It should be done via Web Server N/OR Firewall.

If you're using Apache as your web server, I bet there is tons of mods for that... Just a little googling and I bet you'll find it.
