[Request] NPC Account Creator

Since i can't script i want to ask OTland members if they can help me with it.

Here is my request.

I want a NPC which creats account, ever seen/played UmbyOTS ?
Also i'll use the NPC for a PVP ENFORCED Server, Own made map with nice scripts.
I'll make a talkaction command( !makeaccount) that needs storage for it if player got that storage they'll be teleport to a NPC acc maker, they'll get storage when they got like 30 kills.

I want the NPC for it...

Is there someone who could script it for me ? also I want PVP Enforced Character that starts with level 100.
