RPGish server with a "cozy" feel. Rates question.

Konichiwa,

I've been working on a map project for a couple days now, and I've been trying to aim it toward an RPGish feel. It has quests with a depth and characters in them. My questions are as follows:

What rates would fit this type of server? I'll relay some examples of what the map looks like, does it look interesting at all? How far away from the town should the spawns optimally be? I do think it's a bit unrealistic to have them nearby, but at the same time I know how dull it is spending ten minutes just running between spawns!

I've heard about people liking low rated servers, but I've also heard that people don't like too low rates, but I myself don't want people to get level 100 in a day and then exploring the map in literally the same day.

Edit1: Oh also! This is meant to be kind of a vote thread. I'm sticking with whatever rates people prefer, even if it bumps down to even 1x.

Edit2: Damn, I keep forgetting stuff! It's also meant to have a few custom spells as well as a bunch of custom mobs. Sadly I don't have any knowledge in spriting, so the best you'd ever see is skins Cipsoft rarely use or doesn't use at all. Other than that I want to keep the feel as vanilla as possible, while tweaking other things to make it more rich and interesting.

Edit3: Also, what client is preferred? 8.6 because of custom sprites or 9.86 even though you can't sprite with it?
