Are you sure the ports are forwarded correctly? Otherwise it might be some problems with that, something might be wrong with the server or the ports. Have you tried to change distribution and see how long the problem lasts? Check if your ports are opened and if they're that, I suggest you to try some others distrubution. And please tell me, what version of TFS are you using? You might use the newest that may contain unfinished bugs.
