Special banishment

I want a special banishment script that when you ban a ip, the target cannot change hes ip or restart router to change it.
It actually Bans the computer, i want that script if it works.
Try to fix it!

Not doable. Unless you manage to ban the XUID or GUID, which can still be easily owned by some kind of mac or xuid spoofer.
