Spells that hits for stages and percent

Hello, i need one spells that hits by percent.
EX: if i'm level 100 hits 60% in enemy, level 150 hits 50%, level 200 hits 40% etc.
Sorry for my bad english, i'm brazilian and sorry for all.

PS: I'm using OTX for 8.60, all functions of TFS 0.3.7
