Talking signs for TFS v0.2.14 need help

i was wondering if someone could help me out with a script, I have been searching for talking sign scripts for my server TFS v0.2.14 (9.60)
but all the ones i have currently found do no work, so i was wondering if someone has figured it out and can help me out?

example, I would like to make it so my teleport's portal says Teleports! above it with different colors, and effects..

Yeh Im trying to get this to work on 0.2.10 8.70 as well
Seems all this stuff is for 8.60 mostly :S
