too much spells makes server crash or make lag?

when players are throwing to much spells (like those spells that are you know big and crazy!) its true that this make a server crash or it make lag?
is this true and why?

if your computer sucks and/or the map is too big, and/or the spells are like 6 seconds of effects, then yeah, it could crash

my server weights 14.7kb i think isnt to much but it have dimension like 45kx45k :I
