If character under lvl 150 is in war after u killing him ,frag is not counted -.^ SUX?

After patch 3.0 your frag will be counted if that player under level 150 had pz lock. 
If he didn't had pz lock, he is being protected and you can kill him, but death will not be counted. Everything is ok now.

Why do U do that?
it would be more nicer if U just only gain life crystals by players who are higher then you and make that 150 protection system to 65?
