When you want to make some flashy logo or text.
Like this for example:

How do you go about doing it?
Do you use a website?

Use a certain program?

Or just make it from scratch on photoshop?

Photoshop/Imageready or if you want a flash banner, you'll need a flash maker. Theres a few easy flash makers on the internet, that have the functions preset and you just add it too the image. Try googling "Flash Banner Maker".
