Website not working sometimes when restarting computer?

Alwayes when i restart my computer my website isnt working, but it usually gets solved when restarting it again. But now ive restarted the computer 3 times and the site is just blank all the time.
There pops up a blank site when i have xampp on and of.
WTF??
I have done nothing wrong, so dont tell me that my ips or some noob shit like that is wrong.
It works with localhost

I don't think you've setup a static IP. Check your local IP with cmd, and make sure it's correct on your router settings.

I said that there is nothing wrong with the ip and such noob stuff, which means that ive fixed static ip.

your LOCAL IP may change each restart, it's called DHCP, you'll have to configure your router to -always- give you that IP
don't say "it's not nooby stuff" when it quite clearly is or it would work.
