Depends how your hosting it. Usually 127.0.0.1

You need to log-in into an account with admin-rights, 1/** in most cases, or put page_access = 3 value in account config > phpMyAdmin. When logging in, it must appear a direct link to admin panel somewhere on the site, if isn't, check if is registered in index.php and add it manually to your layout.php config.
