Won't let me post server to otservlist

says your server needs to be online if you want to add it to the list..
I've forwarded my 7171 ports but when I use port checked tool it says tcp is not reachable but the other option is working fine.. any ideas

I go into virtual servers in my router website and I put all the info in.. when I run PFportchecker and test TCP it says "Your port is NOT OPEN or NOT REACHABLE!

whats this error for?
