Maybe the code is written using a wrong operator

coins > cost
instead of
coins >= cost

But your best option is to e-mail Xinn (contact page on otservlist.org)

There is no user with exactly 850 coins on the otservlist, I've checked the scenario where user has 850 coins and tries to buy advertisement and everything worked well.
