Advanced NPC Request

Hello, i really need some help with a NPC. Lets say i have 3 teams in a war server and for each kill there team will get a point (globalstorage).
Is it possible to create a npc script so you can go ask a npc "War status" and he will tell you the highest (most kills) Team first followed by team on second place?
The NPC have to do a check to see what global storage is highest.

Sorry for offtopic, but why don't use an php script so you can look the "War status" on the site?

Yes, we have that but we really need it on npc for other purpose.
