Kill'em. If you can't that is your problem. They are allowed to stand like that because you can easily attack them.

or you could just read the rules and notice that it is NOT allowed to block off for more than 15 minutes(PZ lock time) otherwise it may result in ban or deletion of ALL the characters from that IP.
