here, i posted a guide for it:

download it: http://otland.net/f19/ip-changer-linux-42898/
then: apt-get install libqt4-dev libboost-regex1.42-dev cmake gcc build-essential
case it gave an error "libboost-regex1.42-dev" not found:
try libboost-regex-1.40-dev
cd /to/your/directory probably Downloads/ip-changer then
cmake .
make
make install
ip-changer
