First it's 1 week late, then when the server finally gets on, there's no monsters, and when we get that problem fixed it gets DDosed, durrr.

You'll need atleast DMR to be able to war, however they aren't hard to obtain, i've never donated on this server ever, and I always end up with full donation after a week.
