The PID of this program is 3720, I can't find it in the task manager.

Skype is using Port 80 & 443.

I don't have skype up, and unchecked the box "Listen to port 80 and 443...."

Edit: It is used by "SYSTEM".

Run the new control panel as admin (right-click, run as admin) and it should give you more information as to what is blocking.
ps: it could be that u got two apache running at same time maybe?

edit: stop Web Deployment Agent Service (MsDepSvc) and it should work

It was dropbox..
