Maybe instead of selling full addon packs on shop sell the Items needed for the addon for example: Full elementalist you need Elemental Spikes and Mage Cap, So Sell these items on shop so that other players can get donor addons without donated via buying from donating players!

The problem is, they're on the shop because the NPC Isn't functioning to hand in the items.
