Windows TFS 10.37 - ERROR

Hello guys!
I've got a problem with TFS.
Everything what I have to install got.
Still error.

I've got this server:

Download TFS 1.0 Windows Binaries from http://nightlies.otland.net (up-to-date), and DLLs from http://otland.net/threads/opentibia-dll-pack-v2-0.155310/ (you only need lua51.dll and libmysql.dll).

Also make sure you have all the necessary Visual C++ packages installed on your computer.

I've got Windows 8.1 btw.
